PanDownloader respects intellectual property rights and is committed to responding to valid copyright infringement notices and reports of service abuse.

PanDownloader is an independent online file transfer and downloader service supporting eligible public shares from Baidu Netdisk, Quark Cloud, and certain CSDN resources.

Users submit links, and our service processes eligible content for temporary delivery. We do not operate a public catalog of downloadable copyrighted materials, and we do not authorize users to distribute content that infringes the rights of others.

How PanDownloader Works

PanDownloader operates as a user-requested file transfer service.

Our service may:

  • Process cloud links submitted by users.
  • Retrieve supported publicly shared files.
  • Temporarily store processed files for delivery.
  • Provide temporary download links.
  • Package supported folders into ZIP archives.
  • Process eligible CSDN content when the necessary access rights and payments are in place.

PanDownloader does not claim ownership of content uploaded to third-party cloud storage providers.

The original files remain subject to the rights and terms established by their respective owners and platforms. Users are responsible for ensuring they have the legal right to access, download, and use the content they request.

Temporary File Storage

PanDownloader temporarily stores processed cloud files to complete user-requested transfers.

Current delivery periods are:

  • Free and gift-code cloud downloads: 1 day.
  • Paid cloud downloads: 5 days.

After these periods, delivery links expire and files are removed through normal storage cleanup procedures.

CSDN articles and resources are the exception: they are also kept in PanDownloader's private long-term archive. That archive is not a public catalog and cannot be reached through download links, and its files can be removed on a valid notice.

Files are not presented in a public, searchable download catalog. Access to delivered files is provided through temporary links associated with individual transfers.

If we receive a valid infringement notice concerning content that remains under our control, we may disable access or remove the affected material before its normal expiration.

Copyright Infringement Reports

If you are a copyright owner or an authorized representative and believe that content processed or hosted through PanDownloader infringes your rights, please submit a copyright removal notice to:

  1. Your full name and contact information.
  2. Identification of the copyrighted work you believe has been infringed.
  3. The exact PanDownloader delivery URL or transfer identifier, if available.
  4. The original Baidu Pan, Quark Cloud, or CSDN URL when relevant.
  5. A description of why you believe the content infringes your rights.
  6. A statement that you have a good-faith belief that the reported use is not authorized by the copyright owner, an authorized agent, or applicable law.
  7. A statement, under penalty of perjury, that the information in your notice is accurate and that you are the copyright owner or authorized to act on the owner's behalf.
  8. Your physical or electronic signature.

Please provide enough information for us to locate the specific material. Incomplete reports may require additional information before action can be taken.

Important: This contact address is for reporting copyright and abuse matters. Listing an address here does not, by itself, establish registration of a designated DMCA agent under United States law.

What Happens After a Copyright Report?

When PanDownloader receives a sufficiently detailed copyright infringement notice, we review it and take appropriate action.

Depending on the circumstances, we may:

  • Disable access to the reported delivery link.
  • Remove affected files from storage under our control.
  • Suspend or cancel the associated transfer.
  • Restrict repeated misuse of the service.
  • Request additional information from the reporting party.
  • Preserve limited relevant records when legally required.

We aim to process copyright complaints promptly. In some cases, the reported content may already have expired or been removed under temporary storage procedures.

PanDownloader can only disable or remove content under its own control.

If you want an original file removed from Baidu Netdisk, Quark Cloud, or CSDN, you should also contact the platform hosting the original material.

Counter-Notification

If you submitted a transfer that was disabled following a copyright complaint and believe the removal was made in error, you may send a counter-notification to [email protected].

Your counter-notification should include:

  1. Your full legal name and contact details.
  2. Identification of the material that was removed or disabled.
  3. The original transfer code or delivery URL, if available.
  4. A statement, under penalty of perjury, that you have a good-faith belief the material was removed or disabled because of a mistake or misidentification.
  5. Your physical or electronic signature.
  6. Any additional jurisdictional consent or acceptance-of-service statement required under applicable law.

Use the subject DMCA Counter-Notification.

Where legally required, we may forward a valid counter-notification to the original complainant. Submitting a counter-notification does not guarantee immediate restoration. Restoration is subject to applicable law, the status of the original content, and technical limitations.

Repeat Infringement and Access Restrictions

PanDownloader does not permit repeated or deliberate copyright infringement through its service.

Where appropriate, we may restrict or terminate access for users who repeatedly submit infringing content or misuse download functionality.

We may also block abusive links, transactions, or access patterns when necessary to protect the service and comply with legal obligations.

Restrictions are applied based on the circumstances, available evidence, and applicable law.

Malware, Fraud, and Other Abuse

Copyright infringement is not the only type of abuse we investigate.

You may also report:

  • Malware or malicious software distribution.
  • Phishing or credential theft.
  • Fraudulent or deceptive content.
  • Unauthorized access attempts.
  • Distribution of illegal material.
  • Attempts to exploit our download infrastructure.
  • Repeated misuse of public share processing.

We may disable access to harmful content or restrict the relevant activity while reviewing a report.

CSDN Resources and Paid Content

PanDownloader supports eligible CSDN resource downloads and article exports.

Access to VIP articles, paid resources, and other restricted content requires appropriate authorization. PanDownloader does not claim that a publicly visible article URL automatically grants permission to download, redistribute, or reproduce the full content.

Users must comply with applicable copyright laws and the terms governing the materials they access. Copyright owners may contact us to report unauthorized use involving our delivery infrastructure.

CSDN articles and resources processed through PanDownloader are kept long-term in a private archive. If you believe an item in that archive infringes your rights, send a notice as described above and we will review it and remove the item where appropriate.

User Responsibilities

By using PanDownloader, you agree that you are responsible for the files and links you submit.

You must not use our service to:

  • Knowingly infringe copyright or other intellectual property rights.
  • Distribute content without required authorization.
  • Access private or restricted materials unlawfully.
  • Distribute malware or harmful content.
  • Engage in fraud or other illegal activities.

PanDownloader reserves the right to reject or discontinue requests that violate applicable law or our service policies.

PanDownloader is an independent service and is not affiliated with, sponsored by, or officially endorsed by Baidu Netdisk (Baidu Pan), Quark Cloud (Quark Pan), or CSDN.

References to these platforms are used only to identify supported services. Original files, trademarks, and intellectual property remain the property of their respective rights holders.
